In the memorandum enclosed in my letter of the 23rd November relating to the relinquishment of

etraterritoriality in China it was stated in the penultimate paragraph that the Chinese Government had

asked for the inclusion in Article 5 of the Sino-British

treaty of additional clauses terminating the Convention for the Extension of Hong Kong Territory signed at

Peking in 1898.

I should now like to add for the information of

the Department of State that His Majesty's Government

are not prepared to consider this matter in connexion

with the present treaty, since not only has the area leased by the Convention nothing to do with
